Actually, the sign showing the fire hydrant isn't really bizarre at all. If you look at the blue sign in the background, you'll see that the photo was taken somewhere in Québec. During the winter Quebec gets a large amount of snow, and by the end of the season snowbanks 5-6 feet high are not uncommon. Thus the tall sign, which helps to ensure that the hydrant can be located and dug out even if it gets buried in snow :-)

The french one is from Quebec, Canada. It translates to "It could be yours". I live in Ontario but I have a cottage in Quebec and these signs have always made me feel ...icky.
